After all the hard work you put into management, there needs to be some visible confirmation that what you are doing is right. Now I understand the need for annual reports. They are the surest sign that the noodle process you are using is working.
Another sign of progress is that the people who work for you are happy and are willing to put in the extra noodle and the extra effort to do something for you. In other words, extra effort and super performance is the reward that the manager gets for setting up the environment of the company.
The environment itself can be tricky... lots of variables. But then every system has variables and it boils down to how many variables the manager has to mind.
However, there is one easy way to tackle the situation. By managing a complex system by exception, the tasks become much easier. This means, you have to look for problems and fix the problems,... the most painful ones first, then the ones which provide the biggest opportunity. Over time, you will see patterns in the problems, and you can fix mass problems in one fell swoop. As you become an expert, you will develop the mental model that you need to manage the environment. Then, management will become effortless.
