4. Eclipse,  plus Android development tool kit plus Eclipse plugin

5. Emulator can be used for Qc,  for various configuration for stress testing

6. NDK toolkit for c++ plugin

7. New accounts for the play store. $5 for registration.

8. If you put a paid app, you can make it free later.  If you put a free app you can never make it paid.

9. Recommended that you do not over ride the default buttons on the phone.  If you do,  then the market place may not approve your app.  Market place approval time line is not known.

10. Possible that you can have a way of transferring between applications. Clip board is one.

I would try and disguise the dollar amount in cheesy ways like saying "this will cost 50-K" instead of saying "This will cost fifty thousand dollars."
